Disadvantaged Business Enterprise (DBE, a race-neutral certification) is a small, for-profit business concern:
a) That is at least 51% owned by one or more individuals who are both socially and economically disadvantaged and
b) Whose management and daily business operations are controlled by one or more of the socially and economically disadvantaged individuals who own it

Minority-owned Business Enterprise (MBE, a race-conscious certification) is a for-profit business concern which is at least 51% owned, operated and controlled by minority group members.

8(a) is a for-profit business which is not dominant in its field and is owned and controlled by one or more socially and economically disadvantaged individuals.

Small Disadvantaged Business (SDB) is a small, for-profit business, not dominant in its field, that must be at least 51% owned by socially and economically disadvantaged individual(s) with a net worth less than $750,000 (excluding equity of the business and primary residence).

Women’s Business Enterprise (WBE) is a for-profit business which must be at least 51% owned and operated by a woman or women.
