The Kentucky Disadvantaged Business Enterprise Program of the Louisville-Southern Indiana Ohio River Bridges Project The Louisville-Southern Indiana Ohio River Bridges Project, one of the largest transportation projects in the nation, is managed by Community Transportation Solutions (CTS-GEC), the general engineering consultant. Since June 2006, the Ohio River Bridges Project implements its KY DBE Program through a management contract with TKT & Associates, Inc. The KY DBE Program functions as an integral component of the Kentucky Transportation Cabinet's (KYTC) and the Federal Highway Adminstration's Ohio River Bridges Project by providing the impetus for increasing the participation of disadvantaged, minority- and women-owned business enterprises (D/M/WBE) in contracting opportunities.
