The Kentucky Disadvantaged Business Enterprise Program
of the Louisville-Southern Indiana Ohio River Bridges Project
The Louisville-Southern Indiana Ohio River Bridges Project, one of the largest transportation projects in the nation, is managed by Community Transportation Solutions (CTS-GEC), the general engineering consultant.
Since June 2006, the Ohio River Bridges Project implements its KY DBE Program through a management contract with TKT & Associates, Inc. The KY DBE Program functions as an integral component of the Kentucky Transportation Cabinet's (KYTC) and the Federal Highway Adminstration's Ohio River Bridges Project by providing the impetus for increasing the participation of disadvantaged, minority- and women-owned business enterprises (D/M/WBE) in contracting opportunities.
The core function of the KY DBE program is to:
- Aid small, disadvantaged, minority- and women-owned businesses in seeking DBE certification and procurement opportunities.
- Help the region's businesses meet requirements for construction certification and prequalification
- Provide technical assistance through educational workshops and programs
- Provide business development assistance through the Project's Entrepreneurial Development Institute (EDI)
- Provide outreach to certified and pre-certified businesses regarding Project updates, information about resources available and EDI program descriptions and schedules
- Create and distribute the Kentucky DBE eNewsletter quarterly

The Entrepreneurial Development Institute - FastTrac® Programs
The Entrepreneurial Development Institute (EDI) was established by the KYTC as a business development and technical assistance resource for certified KY DBEs.
The Ohio River Bridges Project's management team chose FastTrac® programs to provided certified business owners with practical tools that help them preapre their businesses for the opportunities with the Bridges Project and beyond.
