Year-End Wrap Up

KYTC Contractor Prequalification Information

Firms seeking eligibility to work in specific areas of KYTC pre-construction and construction activities, whether they are certified KY DBEs or not, are required to have a Certificate of Eligibility.


This certificate assures KYTC and other contractors that your business is capable of performing the required work. Prequalification is necessary for all contractors for all road construction and maintenance work to be performed. For a list of work classifications that require a Certificate of Eligibility from the Division of Contract Procurement, please refer to the instructions below.


DBEs PLEASE NOTE: Your prequalification status and/or lack thereof is listed on the Ohio River Bridges Project’s DBE Directory. Please check your prequalification status there and notify the Project Manager with any changes or additions.

Pre-Construction
Prequalification for pre-construction activities is applied for through the Division of Professional Services. All contracts for pre-construction activities are routed through this office.

Construction
Construction activities, as described on page two of the application for the Certificate of Eligibility, (form TC-14), require prequalification through Construction Procurement. For the Instructional Fact Sheet for Certificate of Eligibility or Renewal, go to http://transportation.ky.gov/contract/PreQual/Instructions.pdf (see step-by step directions below).

  1. Begin the Construction prequalification process by going to the following KYTC web page: http://transportation.ky.gov/Contract/PreQual/
  2. Click on the Instructional Fact Sheet for Certificate of Eligibility or Renewal . This will provide you with the necessary instructions to prepare for the application process.
  3. To access the Application for the Certificate of Eligibility, go back to http://transportation.ky.gov/Contract/PreQual/ and look for RESOURCES on the left side of the screen and click on the E-Forms Library tab which will take you to the Central Forms Library Page.
  4. You MUST download the "E-Form Software" to access the application. The software lets you fill out the form online, save it, print it and send it on to Contract Procurement.
  5. Once the software is loaded, scroll down to "Construction Procurement TC 14". Click on the TC 14-1 Application for Certificate of Eligibility.
  6. You will be able to choose to either "run", which will open the application on your computer screen or "save" the document on your computer so that you can complete the information at any time.
  7. It is important for you to go to Page 2 of the application to review the types of work for which the Certificate of Eligibility is required.
  8. You will need to save and print the completed application for your records. The printed application must be signed by an authorized officer of your company and notarized by a notary public. You must send the original, signed application to:
